Military operations are performed in a complex and ever changing environment, where the dynamic terrain and weather influence the outcome of the mission. The distributed simulation systems used for training, preparation and mission rehearsal should be able to represent such a dynamic environment. However, in current distributed simulation exercises, it is not feasible to achieve a consistent representation of a dynamic synthetic environment for all participants.
